About the role
One to One Personnel are seeking an experienced Executive Director of Housing & Property to provide senior leadership across our clients housing, property, compliance and asset management functions.
This is a strategic executive role with overall responsibility for ensuring homes are safe, well-maintained, compliant and provide a high-quality experience for residents. You will lead our approach to regulatory compliance, building safety, asset management, repairs and property services, while helping shape the organisation’s future growth.
You will join the Executive Team and lead a multidisciplinary function including property services, repairs and health & safety.
Key responsibilities
- Provide executive leadership on the Regulator of Social Housing framework and Consumer Standards.
- Lead regulatory engagement, inspections, returns, notifications and ongoing relationships with regulators and relevant sector bodies.
- Hold senior accountability for building safety, fire safety, gas, electrical, water, asbestos, lifts and wider health & safety compliance.
- Lead the organisation’s asset management strategy, including stock condition, planned investment, decarbonisation and lifecycle planning.
- Provide strategic oversight of repairs, maintenance, voids, damp and mould, facilities management and property-related complaints.
- Ensure property services deliver quality, value for money and a strong resident experience.
- Use performance, asset and resident data to inform investment and service improvement.
- Lead and develop high-performing property, repairs and compliance teams, including external contractors.
- Champion resident voice, co-production and continuous improvement across property services.
- Work closely with Capital Development & Growth to ensure new homes are operationally viable, compliant, sustainable and fit for long-term use.
- Provide strategic oversight of property, repairs, maintenance and compliance budgets, procurement and contracts.
- Contribute as a full member of the Executive Team to organisational strategy, planning and decision-making.
- Provide assurance and regular reporting to the Chief Executive, Executive Team and Board.

- Significant senior leadership experience within social housing, supported housing or a comparable regulated property environment.
- Strong knowledge of the Regulator of Social Housing framework and Consumer Standards.
- Strong knowledge of the Building Safety Act, Fire Safety Act and landlord health & safety requirements.
- Experience leading multidisciplinary property and compliance teams.
- A proven track record of working at executive level with regulators and managing regulatory scrutiny.
- Experience of complex budgets, capital investment and asset management.
- Awareness of current and emerging housing regulation, including Awaab’s Law, social housing regulation, supported housing regulation, professional standards and decarbonisation.
- Excellent analytical, communication and stakeholder engagement skills.
- The confidence to provide constructive challenge while building strong collaborative relationships.
- Strong commercial, contractual and strategic judgement.
- A commitment to dignity, inclusion and empowerment.
- Relevant professional qualifications or equivalent experience, with membership of a relevant professional body desirable.
